1. FARMS project

The overall goal of the second phase of the FARMS project remains the same and is to contribute to poverty reduction of target communities through sustainable increase of incomes of male and female farmers in animal husbandry, while its purpose is that systemic market changes allow small and medium scale cattle holders (SMSCH) (both male and female) to increase productivity and profitability of their farms. FARMS will thereby mainly focus on the milk value chain and work with dairies but nevertheless address some constraints in the meat value chain.
The expected outcomes read as follows:
 Farmers have access to markets
 Farmers have access to relevant inputs & services

The main beneficiary group is small and middle scale cattle holders (meat or milk oriented), women and men, local residents and IDP’s.
Through the project, they will increase their productivity in meat and milk through a better access to service providers and input suppliers as well as better agricultural practices.
Target groups of the project are market system players with whom the project proposes to engage in order to bring about systemic change to the benefit of the beneficiary group.

Like the first phase of the project, the second phase of FARMS project also is in line with the policies of the national government contributing and complementing various state programs such as:
 “Socio-economic development program in the Republic of Azerbaijan in 2008-2015 years” aiming to (re-) establish agrarian processing enterprises, new manufacturing firms and increase the profitable use of native resources.
 “Poverty reduction and sustainable development program in the Republic of Azerbaijan in 2008-2015” aiming and ensuring growth on balanced development of non-oil sector and keep macroeconomic stability, increasing income of population and reducing the number of poor people.
 “State program on reliable food supply provision in the Republic of Azerbaijan for 2008-2015″. The main purpose of this state program is to achieve provision of food products for each citizen.
 “State Program for the development of vocational education in the Republic of Azerbaijan for 2007-2012”with a strategy on “Vocational Education and Training Reform Strategy”as part of a project implemented by the British Council.

The strategic directions of these documents are: 1) the formation of a sustainable national economic system based at the principles of free market relations; 2) efficient utilization of the existing natural-economical, technical production and scientific-technical potential for economic purposes; 3) rational integration of the national economy into the world economic system

The project is implemented by Project Implementation Unit located in Agjabedi district of Azerbaijan republic through partnership with two national NGOs, namely the Agro-Information Center (AIM) and Ganja Agro-Business Association (GABA). :
The mandate of AIM includes the interventions related to improving sale conditions on the beef and animal market, plus contributing knowledge, experiences and skills in contemporary vet sciences to the participatory curriculum development and teacher’s training in vocational schools.
The mandate of GABA includes creation of business development plans, training and capacity development programs for agribusiness owners and business skills coaching to target enterprises.

The expected outputs of the project are:
• Dairies will improve milk collection system
• Dairies become more competitive
• Conditions for animal selling will be improved
• Paravets offer basic services and inputs
• Feed mill offer enriched feed and widen the range of feed products and services
• Farmers and other actors in the value chain are linked to client oriented financial services


2. DARE project

The global objective is to contribute to the reduction of regional socio-economic disparities and to the diversification of the economy by creating conditions for balanced and sustainable economic development across all regions of Azerbaijan.

Specific objectives of the project are: To support small-scale market-driven income generating activities following a value-chain approach, with special emphasis on vulnerable groups;To create conditions in regions, which are conducive to business development and income generation (following a value-chain approach) by enhancing access to markets, credit, business services and know-how.

The main beneficiaries are 9,000 rural small-scale producers and their families.
Through the project, they will increase their productivity and salesthrough a better access to qualityinput providers, processors as well as better agricultural practices.
Target groups of the project are value chain actors (producers, processors, input suppliers and traders) with whom the project aims to engage for bringing systematic changes to benefit the beneficiaries of the project.

DARE project also is in line with the policies of the national government contributing and complementing various state programs such as:
 “The Azerbaijan State Programme on Socio-economic Development of the Regions (2014-2018)” advocates, like its predecessor programmes, the reduction of regional disparities through investments in agricultural processing units as well as in new technologies; it further propagates export-oriented production, along with dissemination of the international standards required to this end.
 The project is fully aligned to the “State Programme on Poverty Reduction and Sustainable Development in the Azerbaijan Republic” (SPPRSD; 2008-2015) that is to ensure sustainable economic development and increase income-generating opportunities for the poorest sections of the population.
 The soon to be promulgated Law on Cooperatives will introduce co-operative elements into agriculture. The Law regulates the creation of Cooperatives and Associations (for production, marketing and credit) in order to stimulate the agricultural sector and defines their legal, organisational and economic status. Basic principles are voluntary membership, as well as open, transparent and democratic governance.

The strategic directions of these documents are: 1) the formation of a sustainable national economic system based at the principles of free market relations; 2) efficient utilization of the existing natural-economical, technical production and scientific-technical potential for economic purposes; 3)stimulating income of farmers and production through creation of production, input and marketing cooperatives

The project is implemented by HEKS-EPER Azerbaijan andco-applicant Ganja Agro-Business Association:
HEKS-EPER Azerbaijan as Applicant has the overall strategic, conceptual and operational responsibility and is fully accountable to the EU Delegation Azerbaijan as Contracting Authority.
The mandate of GABA as Co-applicant is to ensure day-to-day implementation of field activities and application of reports to HEKS-EPER Azerbaijan.

The expected outputs of the project are:
• Productivity of small hazelnut and vegetable producers will increase
• Agronomic knowledge of input suppliers will increase
• Traders will increase their client base
• Processors will increase their technologies and business skills
• Active value chain will be created
